The Chiefs of Staff agreed that the alteration in paragraph 4(c) could be accepted. There appeared however, no need for the new paragraph 4(i), since it would be only natural to refer any conflict of requirements the Supreme Commander for Allied Powers, to whose appointment we had agreed. Nor was there any need for the agreement in question to be signed.

draft and despatch a reply to Colonel Cartwright in the above sense.
